How to Bring Down the US Power Grid: A Detailed Primer

Terrorists could black out large segments of the United States for weeks or months by attacking the power grid and damaging hard-to-replace components that are crucial to making it work, the National Academy of Sciences said in a report released Wednesday.

While the report is the most authoritative yet on the subject, the grid’s vulnerability has long been obvious to independent engineers and to the electric industry itself, which has intermittently tried, in collaboration with the Department of Homeland Security, to rehearse responses.

Of particular concern are giant custom-built transformers that increase the voltage of electricity to levels suited for bulk transmission and then reduce voltage for distribution to customers. Very few of those transformers are manufactured in the United States, and replacing them can take many months.

...The notion of a looming attack on the grid has recently gained a... following, with Newt Gingrich [promoting] a novel that imagines the crippling of the nation and the starvation of millions by unidentified enemies using high-tech methods to fry components of the grid with an electromagnetic pulse. The report does not discuss that possibility, but the appendix does include “electromagnetic pulse” among other technical terms.

The National Academy of Sciences report mainly refers to less sophisticated attacks but also warns of cyberattacks or infiltration of the grid’s transmission operators. “Even a few pernicious people in the wrong place are a potential source of vulnerability,” it said.

The report was completed in 2007, and after reviewing it, the Department of Homeland Security decided to classify its contents. The version released on Wednesday is redacted to avoid handing terrorists a “cookbook” on how to disrupt the grid, the report said. _NYT
As we have seen after Hurricane Sandy and any number of other natural disasters, when the power grid goes down in a modern multicultural society, all manner of mayhem is apt to break out.

Most people are unaware of how easily modern power grids can be brought down.

One of the many ironies of this fragile situation, is that one of the solutions most often proposed by greens and leftists -- the "smart grid" -- would actually make power grids more vulnerable to cyberattack and catastrophic failure.

The recently declassified and redacted document suggests ways in which societies can make their power grids less vulnerable and more resilient. But the NAS is not only a scientific body, it is also a politicised body which maintains a very politically correct posture. Many of the solutions are apt to be non-solutions, and many of the true solutions were certainly omitted or redacted.

The best approach for individuals, families, and small cooperative groups, is to maintain your own backups and lifelines.

India Is Not Ready for Prime Time

It is no mystery to most people who follow the news that India suffered two massive power outages last week. But what is less well understood, is that large parts of India's population suffers power outages on a regular basis.

India's power generation infrastructure is woefully undersized and inadequate for the growing customer base. Government regulation of the power industry makes it very difficult for producers to operate profitably. Electricity theft in India is common. And getting anything done in India -- in terms of new infrastructure or power generation -- involves navigating a treacherous obstacle course through the many inevitably corrupt levels of India's governments.

Here is more on the dark reality:
...power failures are a daily occurrence for [most] of the population—or at least the two-thirds of India's 1.2-billion inhabitants who actually have any electricity supply. But they are not for India's elite. For the latter, power guarantees power. The bureaucrats in charge of Delhi's grids switch off the supply to hospitals before they plunge the homes of top politicians into darkness. But this time the lights did go off. And so the residents of the most upmarket parts of the city—so confident of their power supplies that they do not have generators—had to sit in the fetid monsoon temperatures of 35 degrees like everyone else.

The north Indian power failure, possibly the biggest in the history of mankind, affected an estimated 700-million people. It was a global news story. It revealed the parlous state of Indian infrastructure and provided a dramatic example of how public institutions have failed to keep pace with economic growth. And it also revealed quite to what degree the conclusion, so deeply rooted in the West, that India is not only "shining" but will only get progressively shinier, is complacent in the extreme.

...it is increasingly difficult to reconcile the optimism surrounding India with the reality. In a recent book surveying the developing world, analyst and investment banker Ruchir Sharma says that India has, at best, only a 50% chance of becoming what he calls "a break-out nation". A reversal of recent fortunes is also a possibility, he argues. Other countries have suffered decline after a period of rapid growth. But this thought barely appears to have occurred to Western policymakers. Few stop to interrogate the narrative of inevitable, inexorable Indian success. Take, for example, the famous Indian "middle class". If defined in Western terms, as people with salaried jobs, a car, the odd overseas holiday and an apartment or even house, then Indians fitting this category cannot number more than a couple of percent of the population at best. A local definition, given to me by a young man in a cheap restaurant, are those who can afford a cup of coffee. The cappuccino-sippers are infinitesimally few, albeit more numerous every year.

...if other countries can live with a few slow periods, India cannot. Stasis is not an option. Hundreds of millions of young people will be pouring on to the labour market in coming years. They will need to find homes and healthcare as well as jobs. Most have been only partially educated in substandard establishments.

They suffer a grave lack of skills. More than a third will have been malnourished when infants. Horrific gender imbalances due to the pre-or post-natal killing of girls will mean a serious shortage of partners for young males.

Driving through the poor, if improving state of Bihar, on a late summer evening a year ago, the sight in every town I passed through, of large numbers of young men, some evidently drunk, out on the streets in the gathering dusk, brought home quite how easily India's "demographic dividend" could turn out to be the opposite. In worst-case scenarios, the consequence of a combination of tens of millions of people with unrealistically high aspirations, deteriorating prospects of improvement and a consistently mediocre standard of living will be high levels of social unrest. _Mail&Guardian (*irony alert!)
* The "irony alert" refers to the source for this story, South African newspaper Mail & Guardian. South Africa is certainly in no position to lecture India about corruption, a youth population with "a grave lack of skills," or power outages.

Of course the problem of a lack of skills is not unique to the third world or to emerging nations. The grand educational experiment in social justice and equality (government schools and the push for all school children to eventually go to university) for much of the developed world, has helped to eliminate most of the general competencies from the general population.

So even the developed world suffers a shortage of competent workers, while it hires PhDs to drive taxis and to mop floors.

And the power grid and infrastructure that modern green rulers of the developed world yearn for: smart grids powered by big wind and big solar? Such a system would be an eternal nightmare for grid managers and industrial customers -- to say nothing of the average power consumer.

India has a very difficult road ahead. But even the developed world is digging a deep energy hole and competency hole for itself.

The best advice for western voters, come the next local and national elections, may be to pull out the long knives (metaphorically speaking). The privileged political, media, and academic classes may not understand the dire nature of modern decline until they are forced to see many heads roll (metaphorically speaking), over and over again.

All Power Grids are Vulnerable -- Not Just India's

Power has been restored to blacked-out portions of North and East India. But the danger is far from passed.
A series of failures and excessive demand on the national grid knocked out power for 640 million people in northern and central India on July 31, a day after a separate blackout left 360 million in seven states without lights. A three-member committee appointed by India’s government is investigating.

“Blackouts like that and cascading failures can occur and we have seen them occur in other countries,” Carl Hansen, chief executive of New Zealand’s Electricity Authority, said in an interview. “It is something that is constantly on the mind of grid planners.” _Business Week
When grid planners neglect basic issues of supply and demand, they leave the grid open to catastrophic cascading failures. This is what happened in India, where the vulnerability remains.

India can only meet its growing demand for power via coal or nuclear. All the happy talk about "green energy" is nothing but hot air -- dangerously irresponsible hot air.

Ominously, the same type of neglectful attitude toward growing reliable and affordable power supplies, can be seen in governments of Europe, Australia, and the US. When such governments turn away from reliable and affordable sources of power such as coal and nuclear, and gamble their economies on intermittent unreliables such as big wind and big solar, they are placing their people in the same vulnerable position as the people of India.

Half of India Goes Dark

India's energy crisis cascaded over half the country Tuesday when three of its regional grids collapsed, leaving 620 million people without government-supplied electricity for several hours in, by far, the world's biggest blackout. Hundreds of trains stalled across the country and traffic lights went out, causing widespread traffic jams in New Delhi. Electric crematoria stopped operating, some with bodies half burnt, power officials said. Emergency workers rushed generators to coal mines to rescue miners trapped underground. _AP

A modern power infrastructure requires constant upkeep, maintenance, and piece by piece replacement, as various parts inevitably break down and go bad. If a nation -- even a nation of over 1 billion persons -- is unable to support its massive critical infrastructure, the lights will tend to go out from time to time.
Stretching from Assam, near China, to the Himalayas and the northwestern deserts of Rajasthan, the outage covered states where half of India's 1.2 billion people live and embarrassed the government, which has failed to build up enough power capacity to meet soaring demand.

This is par for the course across most of sub Saharan Africa and much of third world Asia. And it is a preview of coming attractions for much of the developed world, which is being slowly transformed -- piece by piece -- into a reasonable facsimile of the third world, itself.

If people are attempting to maintain a high tech infrastructure which they do not understand, failure is guaranteed. Not merely intermittent failure, but ultimate failure.

The only alternative in such cases is to solicit outside help from those who do understand the technology.

Of course in India's case, there are large numbers of persons who could repair and upgrade the byzantine power grid. But the massive levels of corruption at every level of India's government essentially guarantees that the best persons for critical infrastructure jobs, will not be the ones who are paid to do those jobs.

In Africa, the permanent infrastructure problems are due to a lack of skilled and trainable manpower, and the general inability to pay outsiders to make up for the intrinsic lack of competence. In MENA, where average manpower competence is slightly better than in sub Saharan Africa, oil rich states can pay outside service companies to keep the power on for most of the 24 hour day, at least.

But India is a special case, with almost 1.4 billion people, and perhaps the widest population variance in basic competencies of any large modern or emerging nation -- from very high to very low.

Which makes India something of a preview of coming attractions for much of Europe. Europe's demographic picture is changing very rapidly, to resemble that of emerging nations such as India, or perhaps Brazil.

Perhaps it is time to stock up on long-burning candles?

Power shortages and a creaky road and rail network have weighed heavily on India's efforts to industrialize. Grappling with the slowest economic growth in nine years, the government recently scaled back a target to pump $1 trillion into infrastructure over the next five years.

Major industries have their own power plants or diesel generators and are shielded from outages. But the inconsistent supply hits investment and disrupts small businesses.

High consumption of heavily subsidized diesel by farmers and businesses has fuelled a gaping fiscal deficit that the government has vowed to tackle to restore confidence in the economy. _Reuters

Of the BRICs, not a single one is up to the task of leading the global economy out of the doldrums. The opposite is more likely to be the case.

Are Chinese Hackers Smarter than a Tree Limb?

Large portions of the US power grid were taken down by storm-downed trees and tree limbs recently. Thanks to prompt action by electrical workers from over a dozen states, power was restored to almost all customers within a matter of days. But the North American power grid is vulnerable to a growing threat far more dangerous than falling tree limbs. Read on:
The vulnerability of the energy industry's new wireless smart grid will inevitably lead to lights out for everyone, according to leading cyber expert David Chalk. In an online interview for an upcoming documentary film entitled 'Take Back Your Power' (www.ThePowerFilm.org), Chalk says the entire power grid will be at risk to being taken down by cyber attack, and if installations continue it's only a matter of time.

“This could actually be worse than a nuclear war, because it would happen everywhere. How governments and utilities are blindly merging the power grid with the Internet, and effectively without any protection, is insanity at its finest.” “We're in a state of crisis,” said Chalk. “The front door is open and there is no lock to be had. There is not a power meter or device on the grid that is protected from hacking - if not already infected - with some sort of trojan horse that can cause the grid to be shut down or completely annihilated.” _BusinessWire

Speaking at DesignWEST panel on hacking the smart grid, senior research engineer Joe Loomis blasted through the buzz on smart grid and smarter energy technology, exposing the risks of hacking and full scale cyber warfare and the crippling effects it could have on national infrastructure.

“It’s critical infrastructure and society depends on it, making it a prime target for attack,” said Loomis.

Indeed, as smart grid technology develops year by year, so too do the opportunities for hackers with malicious intentions on national infrastructure. _EETimes

The FBI warns that insiders and individuals with only a moderate level of computer knowledge are likely able to compromise meters with low-cost tools and software readily available on the Internet. _Hacking the smart grid
Tools to help utilities monitor the extent of malicious penetration into their systems are just now becoming more available. But we know that in the ongoing war between hackers and security officials, the hackers are typically at least one step ahead.

The new "smart grid" would also be a sitting duck for EMP attacks.

The power grids of the US and Canada are interconnected, and thus share a large co-vulnerability. Large numbers of malicious hackers operate in Russia, China, and other nations which are typically antagonistic toward more open opportunity societies. By pushing "smart grids," the US and Canadian governments appear to be forcing utilities and other critical infrastructure to open their doors to hackers and malicious cyber-attacks.

It is likely to take months or longer to restore the power grid after a large scale cyber- or EMP attack on very vulnerable "smart grids."

The body count after such a widespread power outage could be well into the millions.

Big Green and the Coming Collapse of Europe

Germany is proceeding along a path that puts it at greater and greater risk of potentially catastrophic power blackouts. Recent changes to German energy infrastructure introduce increasingly dangerous levels of instability which become more and more difficult for power grid managers to control. And the German grid is the power hub of Europe -- if it fails, Europe's grid fails.

Germany is phasing out its nuclear power plants and attempting to replace its infrastructure of baseload power generation with an infrastructure of intermittent unreliable energy sources -- big wind and big solar installations. Germany publicly hopes to provide as much as 50% of its electrical power from wind and solar within the next few decades.

Unfortunately, large power grids grow unstable when big wind and big solar -- intermittent unreliables -- attempt to provide more than 20% of overall power. Going far beyond that level of dependency on intermittent unreliables would place the German gird -- and thus the European grid -- in an untenable position.

German Chancellor Angela Merkel is unrepentant -- and almost boastful -- over her energy plan which commits Germany to invest at least $25 billion to upgrade its power grid.

The high cost of upgrades to the power grid could not come at a worse time for Germany or Europe, already stressed by a banking crisis. But the $25 billion or $30 billion needed to improve the grid systems is only the barest down payment toward the ultimate costs of Merkel's suicidal energy decisions.

Spain was once caught up in the green fantasy of the intermittent unreliables, just like Merkel's Germany. But Spain was forced to admit that it could not afford the green fantasy any longer. Eventually, Germany will be forced to come to the same conclusion. The only question is the price that the German people will have to pay for the stubborn stupidity of its leaders.

Greens are reluctant to admit the problems which intermittent unreliables pose for grid stability, particularly the higher the levels of penetration of the intermittent unreliable sources. But the truth will come out in the most painful ways, and many people will remember who has led them to suffer unnecessarily.

Europe is undergoing a demographic implosion, which is putting increasing -- although still subtle -- pressures on the ability of European nations to maintain technological infrastructures and to pay back large debts. If Europe goes through with this suicidal abandonment of reliable power sources in favour of the intermittent unreliables -- and goes even more deeply in debt in the process -- future generations of Europeans will pay the the price.

Devising Quicker Ways to Recover from EMP or Geomagnetic Storms

Either an EMP (electromagnetic pulse) or a geomagnetic storm could produce devastating effects on an electric power grid. Replacing crucial power transformers could take up to 2 years, during which time society would be falling apart at the seams for lack of power, and consequent lack of fuel and agricultural production and distribution.
The Electric Power Research Institute has been concerned about the effects of an EMP or geomagnetic storm on the US power grid (PDF) for a number of decades. A more recent FAS report (PDF) reiterates many of the same concerns which EPRI has expressed, although the FAS predictably focuses more upon the politically correct threat of geomagnetic storm, rather than on the perhaps more likely threat of EMP.

Regardless, between EPRI, the electric power industry, and other groups, the US Department of Homeland Security has taken a belated look at how large power transformers might be replaced in the event of a power grid catastrophe. Some clever engineers have come up with a few good ideas -- which could conceivably save millions of lives one day.
“If you have to order a transformer from someplace, it’s two years to do it,” said Richard J. Lordan, a senior technical expert at the Electric Power Research Institute, a nonprofit consortium based in Palo Alto, Calif.

Transformers were seen as a potential problem to the grid as far back as 1990, said Sarah Mahmood, a program manager at the Department of Homeland Security, which paid for about half of the cost of the $17 million drill, with the rest picked up by the electrical industry. Transformers are about the size of a one-car garage and usually painted some drab industrial color, but without them, intersecting power lines would be like elevated highways with no interchanges.

For the test, the Electric Power Research Institute ordered three “recovery transformers” from a supplier, ABB in St. Louis. This week they were trucked to a substation owned by CenterPoint Energy near Houston. For security reasons, the company will not say precisely where.

Shipping the replacements was a problem. Ordinary transformers are often too big and heavy to travel by road, and they require special rail cars. But because the transformers typically last 50 years, only a few dozen are shipped each year, so even the appropriate rail cars are in short supply. Ratcheting up the degree of difficulty, many of the places where a replacement transformer might have to go are no longer served by rail.

...the research institute tried a different approach, substituting three smaller, more mobile transformers for one conventional one, and specifying a size that would fit on a modified truck trailer. (A standard transformer costs roughly $5 to $7 million; buying and combining the three singles is slightly more expensive.)

Using a different transformer for each phase allowed shrinking the weight of the transformer from about 400,000 pounds for a single one to roughly 125,000 pounds for each of the three-phase units. In operation, the transformers are oil-filled, but in this case, the oil was shipped in tanker trucks in the convoy, to decrease weight.

With three transformers, three crews can work simultaneously to set them up, and setting up a small transformer is faster than setting up a big one.

In addition, installing a transformer usually requires pouring a concrete foundation, but one of these transformers was mounted on skids, eliminating that need..

...The next step will be a transformer unlike almost any in the field, that can be configured to work between more than two different voltages — say, operating not just between 138 kilovolts and 345 kilovolts, but also between 115 kilovolts and 345 kilovolts. That would cover a few hundred more.

In recent years, electric companies have been required to build entire duplicate control centers, at least 10 miles from the primary center, to reduce the possibility of a catastrophe that would knock down sections of the grid for months. After a flurry of fines and public embarrassments, the utilities have become better at maintaining their power lines. But this is the industry’s first major effort to solve the transformer problem.

A study for the Energy Department last year reinforced the need for speed, suggesting that hundreds of transformers could be lost to a “geomagnetic storm,” an eventuality that experts say could leave large parts of the North American continent blacked out for months. _NYT
Many government officials and politically correct "engineers" continue to doubt the need for this type of preparedness. Unfortunately, if they are wrong, as many as hundreds of millions of people in North America could lose their lives, due to their short-sightedness.

You would not expect the energy-starvationist Obama administration to be particularly concerned about the possible catastrophic fallout from its inept energy and foreign policies, and in general you would be right. But at lower levels of government, there still remain some conscientious and capable public servants who are still looking out for the public welfare.

If the energy starvationists can be ejected soon, society may be able to retain and expand upon these small numbers of competent civil servants in time to prepare for what appears to be more and more likely threats to the power grid -- from cyber-war to EMP to geomagnetic storm to threat from forcing excessive levels of intermittency onto the grid.

The Unutterable Stupidity of Obama's "Smart Grid"

President Barack Obama’s talk about the need for a “smart grid” sounds, well, smart...As currently envisaged, however, it’s a dangerously dumb idea. _SciAm
President Obama tends to be attracted to ideas that sound good on the surface, but which are incredibly stupid and destructive at their core. The so-called "smart grid" is yet one more in a long line of such stupid and destructive ideas coming from the Obama White House.
The problem is cybersecurity. Achieving greater efficiency and control requires hooking almost every aspect of the electricity grid up to the Internet—from the smart meter that will go into each home to the power transmission lines themselves. Connecting what are now isolated systems to the Internet will make it possible to gain access to remote sites through the use of modems, wireless networks, and both private and public networks. And yet little is being done to make it all secure.

The grid is already more open to cyberattacks than it was just a few years ago. The federal government has catalogued tens of thousands of reported vulnerabilities in the 200,000-plus miles of high-voltage transmission lines, thousands of generation plants and millions of digital controls. Utilities and private power firms have failed to install patches in security software against malware threats. Information about vendors, user names and passwords has gone unsecured. Logon information is sometimes unencrypted. Some crucial systems allow unlimited entry attempts from outside.

As the power industry continues to invest in information technology, these vulnerabilities will only get worse. Smart meters with designated public IP addresses may be susceptible to denial of service attacks, in which the devices are overwhelmed with spurious requests—the same kind of attacks now made on Web sites. Such an attack could result in loss of communication between the utility and meters—and the subsequent denial of power to your home or business.

The smart grid would also provide hackers with a potential source of private information to steal. Just as they use phishing attacks to elicit passwords, credit-card numbers and other data stored on home computers, hackers could find ways of intercepting customer data from smart meters. A sophisticated burglar might use these data to figure out when you’re away on vacation, the better to rob your house.

Customer data could also give hackers a way to bring down the grid. Smart meters injected with malware, for instance, could disrupt the grid just as networks of PC botnets—home computers hijacked by viruses—now disrupt the Internet. A network of drone smart meters could cause a swath of the grid to power down, throwing off the grid’s electrical load. The imbalance would send large flows of electricity back to generators, severely damaging them or even blowing them up. _SciAm

The integrated electronics in the "smart grid" will also make the Obama Grid more prone to devastating damage from an EMP attack or a solar storm.

In uncertain economic times such as the current Obama Depression, it makes more sense to toughen the power grid to make it more resistant to hacking and the various forms of catastrophic failure. Instead, it seems almost as if the Obama regime wants to make the US more vulnerable, rather than less.

If the Power Grid Were to Die Tomorrow


The trailer above is from the film "One Hundred Mornings." It follows two couples hunkered down by a lake in Ireland, while society is falling apart around them -- and supplies are running out.
What would you do if the electric grid went dead tomorrow? If grocery stores shut down because trucks no longer had gas to make food deliveries? Self-sufficiency and food security are popular topics...

...And now, a film called "One Hundred Mornings" takes a look at the kind of life we might have in a post-petroleum scenario, when society breaks down and people have to quickly learn to fend for themselves.

This film isn’t a doom-and-gloom documentary like "Crude Impact", nor an overly dramatized action thriller like "The Day After Tomorrow". Instead, "One Hundred Mornings" focuses on two couples hiding out at a lakeside cabin in Ireland, 10 weeks after all the lights have gone out. In addition to the stress of dwindling supplies and social unrest enter both a self-sufficient hippie neighbor and suspicions of infidelity!

The first screenings will happen in Los Angeles at the Downtown Independent Theatre starting Sept. 16, after which the film will travel to Northern California for the San Francisco Irish Film Festival, happening Sept. 23-25. _mnn

If anyone were to film an accurate portrayal of what were to happen during a long-term collapse of the power grid and fuel supplies, they would not be allowed to show it in theatres. A graphic, realistic portrayal of how quickly civilised human society can degenerate into a lawless battleground of immediate appetites and primal fears, would not appeal to anyone except the morbid -- who enjoy watching the "death films," where people actually die.

The film discussed above deals with a society crashing when petroleum supplies run short, but there are dozens of ways that the power grid could be brought to its knees for a prolonged period of time. Very few communities are prepared for such an event. Individual families and groups of families could survive in the midst of such unprepared communities, but they would need to keep a low profile, and turn a blind eye to what their neighbors were enduring. How many can do that? Much easier if you can find a remote cabin, far away from the breakdown of polite society, and wait for things to settle out.

If you are a physician, a fireman, a policeman, an EMS worker, etc., could you do that? Could you turn your back and walk away, if your family were at risk?

Your Lives are but Bits on Chips: Watch Them Flicker Out

How much of your lives is stored on digital networks? Bank accounts, medical records, educational and employment history, electronic communications and social networking, and more. All of that, plus power grids, financial networks, critical defense systems, air traffic control systems, corporate data files and online backups -- everything connected to the internet or a communication-accessible network -- could be taken down over a period of a few minutes, given sufficient planning and setup.

Cyberwar is an all-out attack on the digital data-underpinnings of modern life. The more reliant we become upon digital networks ("smart power grids" etc), the more vulnerable we become to cyberwar. US National Security Agency (NSA) veteran Charlie Miller has mapped out a comprehensive cyber-attack plan against the US. Miller implies that his plan would satisfy enemies of the US such as North Korea or China. And it would not be terribly difficult or expensive -- considering the devastation it would cause.
Miller explained that he had actually been asked by the Cooperative Cyber Defence Centre of Excellence in Estonia to play general in the theoretical attack scenario.

He shared his results at a NATO briefing in that country in June.

"I already knew it was easy, but now I know in detail how easy it would be," said. "We are certainly very vulnerable."

Miller described the 100-million-dollar price tag as a bargain compared to how much money is spent on cyber defense.

He crafted a broad strategy to target smart grids, banks, communications and all other aspects of a nation's technology infrastructure.

The cyber army would number about a thousand soldiers ranging from elite computer commandos to basic college trained geeks, according to the plan.

A key to success was stealthily breaching networks and establishing beachheads in computer systems during the two years before the main cyber invasion.

A relatively primitive belligerent nation such as North Korea has little to lose by bringing down the world's financial and defense networks -- the global internet and all its vital dependent networks. North Korea is minimally networked. Even China or Russia could take precautions to protect themselves, during the two year setup period before the final attack.

But these are old ideas, and it is quite possible that most or all of the setup has already been done, by someone, somewhere.

A cyber-attack would be more effective if combined with multiple parallel and simultaneous attacks, such as EMP and ABC -- atomic (including dirty bombs), biological, chemical. A clever nano-attack would be potentially more effective as an adjunct to cyberwar and EMP, but the technology for a massive and devastating nano-attack may still be decades away -- if we are lucky.

Consider the destruction from the cyber intrusion as the spearhead of a coordinated and fairly comprehensive attack. North Korea might be the nominal, putative villain -- a cat's paw. Which means that North Korea may receive whatever counter-attack the US was able to muster after the networks and power grids go down. But could you tell the difference between pre- and post- nuclear attack for a country already as devastated as N. Korea?

Meanwhile, China and Russia (assuming they were prepared in advance) would be in a perfect condition to move into the US as part of an international relief mission -- in the absence of an effective US government -- meant to relieve the incredible hardship being suffered by the American people. History will never say anything different from the above -- no matter what the underlying truth.

Should the electronic infrastructures of your lives collapse in a nano-second, what would you do? No electric power means no transportation fuels could be pumped. No supplies of food or medicines would be brought to your city to replace the supplies looted from gutted and burned out stores. No clean water would be pumped to your house. No electric lights, no air conditioners or electric heat, no showers. Your lives, as you currently think of them, would dissolve in a short time.

Think of it as an interesting problem which no one can solve but yourselves. What do you do?

"Smart Grid" An Open Door to Hacker Mischief

With the best of intentions, US residential, commercial, and industrial users of electric power are being pushed into an extremely vulnerable situation. With the installation of a "smart meter", your home immediately becomes vulnerable to a malicious hacking attack. Not only could your power be shut off by hackers, but your power use records could be manipulated at will.

Hacking the smart grid is a snap!
Once hackers have access to smart meter codes and programming, they can "talk" to all meters of the same brand over the network. In one simulation, Davis proved that malware set to self-replicate could shut down power for 15,000 homes in 24 hours.

The threat is not just to your home, or to 15,000 homes. The threat is to the entire grid, via self-propagating computer worms that could initiate a cascading power failure over large areas of North America.
Researchers have previously warned that allowing network access to the home opens up a host of security issues. Last year, security firm IOActive found flaws in a smart-meter device that allowed its researchers to insert code into one device and have it spread to others--essentially, injecting a computer worm into a local power network.

"If you could get that meter to talk to its neighbors and those to talk to their neighbors, you could conceptually tell them to turn off and cause a fairly broad power outage," Shaw says. _TR


Chinese spy-hackers have been busy at work, devising ways of breaking into the US power grid's most vulnerable points. The new "smart grid" will only make it easier for them to access every weak area.

Normally, a nation's government would not be so eager to make its citizens and economy so vulnerable to an overseas threat such as Chinese power-hackers. In the case of the Obama-Pelosi reich, however, one can never be sure of the underlying motive. We would like to think the best of our leaders, but the track record of Obama-Pelosi suggests that the current regime is not necessarily looking out for the best interests of North Americans without close O-P connections.

Computer Security Experts: Power Grid is Vulnerable

The US power grid is vulnerable to foreign cyber-attack to the extent that it can be controlled via computer networks. A long-term shutdown of the US power grid could lead to a 12 month death toll of up to 90% of the population, according to some estimates looking at the potential aftermath of an EMP attack on the grid.
...experts in computer security say there are genuine reasons for American officials to be wary of China, and they generally tend to dismiss disclaimers by China that it has neither the expertise nor the intention to carry out the kind of attacks that bombard American government and computer systems by the thousands every week.

The trouble is that it is so easy to mask the true source of a computer network attack that any retaliation is fraught with uncertainty.

...Cyberwarfare is in some ways “analogous to the way people think about biological weapons — that once you set loose such a weapon it may be very hard to control where it goes,” he added.

...A number of reports, including one last October by the U.S.-China Economic and Security Review Commission, of which Mr. Wortzel is vice chairman, have used strong language about the worsening threat of computer attacks, particularly from China.

“A large body of both circumstantial and forensic evidence strongly indicates Chinese state involvement in such activities, whether through the direct actions of state entities or through the actions of third-party groups sponsored by the state,” that report stated. _NYT
Of course the US power grid is not alone in its vulnerability to cyber-attack from China or Russia -- the two largest sources of orchestrated cyber attacks against government and large industrial targets. The trend toward a "smart grid", or a more computer-controlled grid, is not reassuring in terms of security against cyber-attack.

If power grids can be controlled -- and disrupted -- via computer networks that are readily accessible to antagonistic governments or terror organisations, there would be no need to use high powered electromagnetic pulse (EMP) to create wide-scale, potentially long-term damage to a large power grid. Large replacement power transformers can require a year or longer for manufacture, shipment, and installation. They are no longer built in the US.

The "Smart Grid" is an Invitation to Cyber-Sabotage

Obama's much-lauded "smart grid" is one of the most idiotic policy plans of an administration that has launched almost nothing but idiotic policy plans. The smart grid would involve putting virtually every aspect of the US power grid under central computer control -- exactly the type of computer control that could be hacked by Chinese and Russian saboteurs working out of government offices in Beijing and Moscow. CBS' 60 Minutes presented a feature on the vulnerability of the US to cyber-attack by overseas saboteurs on Sunday night. From the financial system to the power grid to oil refineries and water treatment plants, anything that is controlled over the network can be sabotaged the same way.
A group of scientists and engineers at the Department of Energy facility wanted to see if they could physically blow up and permanently disable a 27-ton power generator using the Internet.

"If you can hack into that control system, you can instruct the machine to tear itself apart. And that's what the Aurora test was. And if you've seen the video, it's kind of interesting, 'cause the machine starts to shudder. You know, it's clearly shaking. And smoke starts to come out. It destroys itself," Jim Lewis explained.

Asked what the real-world consequences of this would be, Lewis said, "The big generators that we depend on for electrical power are one, expensive, two, no longer made in the U.S., and three, require a lead time of three or four months to order them. So, it's not like if we break one, we can go down to the hardware store and get a replacement. If somebody really thought about this, they could knock a generator out, they could knock a power plant out for months. And that's the real consequence." __60 Minutes
Al Fin has looked at what would happen if the power grid went down after an EMP attack. But it is plain that it isn't necessary to conduct an EMP attack to shut down the grid. If Obama is successful in implementing his "smart grid" plan on the US grid, clever hackers could do the job as well.

If you knock large sections of the US power grid out for several months, the devastation that would follow would be far worse than the damage the US has suffered from any war -- including the US Civil War.

The "smart grid" only makes the US far more vulnerable to attack. But then, that is not the only Obama policy that makes the US more vulnerable to outside attack, is it? If you look at the entirety of the Obama proposals and policies, domestic and foreign, it should be obvious that the end result of almost every one of them, is increased debt and vulnerability with virtually no benefit to the US.

When did the US become such a masochistic nation?
