NASA advises Congress.
Congress is the mental equivalent of a class of 8th graders.
Yes, Congress is composed of idiots, fools, and perverts.
But Congress is advised by tens of thousands of paid advisers. NASA has to compete with a lot of other advice in order to get its way. NASA doesn't have a chance unless Congress decides it is in Congress' best interest to fund something.
